Bigger bond cap for home loans

The Georgia Housing and Finance Authority can have up to $6 billion in bonds for single-family housing. This was raised from $3 billion. Bonds issued only to refund old bonds do not count toward the $6 billion. This expands capacity to finance more home loans and related programs.

Tighter limits on non-housing and health bonds

The Authority’s bonds for projects that are not housing or health care are capped at $140 million at one time. The Authority does not issue new bonds for those projects after June 30, 1995. Bonds issued only to refund old bonds do not count. Bonds for health care services are capped at $30 million outstanding. Bonds used only to refinance old health care bonds do not count.

No state interest caps on authority bonds

State interest-rate and usury limits do not apply to bonds of the Georgia Housing and Finance Authority. This removes caps under the state Revenue Bond Law and similar laws. The Authority and investors set rates based on the market. This can change borrowing costs for Authority-financed projects.
