Beginning January 1, 2026, for drugs you take yourself, the state plan pays pharmacies at least the national average drug acquisition cost on the claim day. If that price is not available, payment uses a discounted average wholesale price or the wholesale acquisition cost. Insurers must also pay a dispensing fee: at least $10.50 per fill for chain pharmacies and $11.50 for independent pharmacies. The state health plan can allow higher payments, but never lower than these minimums. Insurers cannot use discount cards to dodge the rules, and the Insurance Commissioner enforces compliance with pharmacy benefit managers.
