Bill Overview

Analyzed Economic Effects

5 provisions identified: 2 benefits, 2 costs, 1 mixed.

Split title tax for buses and rentals

For for-hire charter buses or motor coaches and qualifying special modified rental vehicles, you pay the title ad valorem tax in two parts: 50% at title application and 50% within 12 months. A qualifying rental vehicle is significantly modified at a Georgia manufacturing facility run by the owner, is mainly rented or leased without a driver to businesses, those rentals are taxed under Georgia sales and use tax, and the owner files an affidavit confirming these facts. This changes payment timing only and does not reduce the total tax.

Physical driver's license required for voting

Only a physical Georgia driver’s license counts as a Georgia voter ID at the polls. An electronic-format license does not count. Other listed photo IDs still work, such as Georgia voter ID cards, U.S. passports, and photo IDs from government, military, or tribes.

Electronic licenses: privacy and police verification

If records show you have an electronic Georgia driver’s license, an officer may ask for the physical card. If the officer has the right equipment, they must accept your license shown on a phone. You cannot be forced to unlock or hand over your phone, and showing your license is not consent to a search. All law enforcement must have equipment to verify electronic licenses by July 1, 2027.

Lower fine if you show license

If you are convicted for not having your driver’s license with you, the fine is capped at $10 if you show in court a license that was valid at the time of arrest. You must present the valid license before sentencing.

Stricter ID for hunting and lifetime licenses

If you buy a hunting, fishing, or trapping license in person, you must show a physical driver’s license or other equally reliable ID that shows your current address and age. Phone and internet sales do not need the in-person display. To get a lifetime sportsman’s license, you must show a current physical Georgia driver’s license or an official Georgia ID from the Department of Driver Services. IDs issued under Code Section 40-5-21.1 do not count.
