The law bans selling or rehoming dogs, cats, or domestic rabbits for money at outdoor or roadside spots. This includes parkways, medians, sidewalks, parking lots, parks, fairs, flea markets, and similar transient places. For consideration means any thing of value: sale, adoption fee, lease, trade, exchange, swap, or barter. Exceptions include licensed shelters, transfers at a home or inside a vet or business, sanctioned shows, and daylight police-station meetups. Animal control and police can impound animals and fine $100 first, $250 second, $500 for later offenses.
Violating this animal-protection article is a misdemeanor unless another state law sets a different penalty. A corporation can be fined up to $1,000 for each violation. Courts may also order 200 to 500 hours of community service. Each violation counts separately.
