Beginning January 1, 2026, generators and haulers of special solid waste must use a manifest form. The form must show quantity, composition, origin, route, and destination from pickup to disposal, treatment, or storage. The law also updates what counts as special solid waste. Waste not covered by the state hazardous waste law and from sources not under Code 12-8-24 now falls in this group. Many businesses that make or move these wastes face new or clearer tracking and handling rules.
Beginning January 1, 2026, the Board of Natural Resources can set broader rules for solid waste. The board can require manifests for special waste and set rules for biomedical waste. It can set grant priorities for local governments. It can require postclosure care, groundwater checks, and financial assurances at landfills. It can certify landfill operators and regulate scrap tires and recovered materials. Rules may apply statewide or differ by area or waste type.
