The Authority's revenue bonds are paid only from the Authority's funds. Clay, Harris, Marion, Quitman, Randolph, Stewart, Webster, and Cusseta-Chattahoochee do not pledge taxes or credit and are not obligated to pay them. Each bond must say this on its face. Counties and cities in the region, and adjoining counties, keep their power to own projects and issue revenue bonds under state law.
The Authority and its workers have the same legal immunity for negligence as the counties. It applies when they are doing Authority work. This reduces lawsuit and payout risk for the Authority.
The law adds Clay, Marion, and Webster counties to the regional transit authority. Clay, Harris, Marion, Quitman, Randolph, Stewart, Webster, and the Unified Government of Cusseta-Chattahoochee each appoint two board members (14 total). Those 14 choose a 15th member who must live in one of those counties. Terms are four years; one initial appointee per county serves two years; appointers may remove members and fill vacancies. Members are repaid for actual expenses, the Authority sets its own rules, has perpetual existence, and conflicting laws are repealed.
