Beginning January 1, 2026, covered state employees in a state high-deductible plan can make pretax HSA contributions by payroll deduction. The HSA is set up under federal tax rules and held by the plan’s affiliated custodian. The State Accounting Office and agency heads can deduct the amounts you choose from your pay and send them to your HSA. These pretax contributions lower your taxable wages.
By January 1, 2028, the state health plan includes at least two high-deductible health plan options. They must come from different insurers, and each must include an affiliated HSA custodian. The board procures these plans on a cost-neutral basis.
Local boards of education and other government employers in the state plan are encouraged to let non-covered workers make pretax HSA payroll contributions if they enroll in a state high-deductible plan. This is optional for the employer, not a mandate.
