Grants for counties with large state lands

The law creates annual DNR grants to counties that host large areas of state‑owned, unimproved land. A county qualifies only if it has at least 20,000 acres under DNR control. That land must be at least 10% of taxable real property and 10% of the county’s assessed digest. Each year, DNR estimates the value of public services the county provides and may pay up to that amount, but not more than it would bill any other landowner. DNR must ask for money in its budget; if funding is short, payments are cut pro rata. DNR must decide eligibility by December 31 each year; first deadlines were December 31, 1993 and December 31, 2020 under the two code sections.

Caps and no double‑dipping for county grants

Only state land bought with Outdoor Stewardship Trust Fund money counts toward eligibility and payment. No more than 10% of that fund’s money in a fiscal year can go to these tax‑offset grants. A county cannot receive this grant and a grant under Code Section 48‑14‑1 for the same purpose. The act repeals older laws that conflict with these rules.
