The mayor and city council appoint a finance director like other department heads. The finance director serves as treasurer and keeps accurate accounts of all city receipts and spending. Before starting, the director must get a surety bond of at least $100,000 from a Georgia-licensed company. The city pays the bond premium. This helps protect city funds from misuse.
If you pay a criminal or quasi-criminal fine in Cartersville, the court adds a technology fee. The judge sets the fee, up to $20 per fine. The money stays in a separate account and can be spent only on court and police tech, like computers, software, scanners, printers, and body cameras. Spending happens only when the city manager approves it, and it can repay the city IT department for services. This fee power ends July 1, 2030 unless the city renews it for five years at a time.
The mayor and council appoint a city clerk to keep the city seal and all council records. The clerk attends meetings and keeps a journal with attendance, votes, motions, an index, and titles of laws. The clerk prepares and certifies copies of official records, and the city may set copy fees by ordinance. Before starting, the clerk must get a surety bond of at least $100,000; the city pays the premium. The council also appoints a deputy city clerk who fills in when the clerk is absent.
