More coordinated help for homeless residents

The law makes the local homeless agency run key tasks that shape access to help. It operates the homeless data system, a single coordinated entry to services, and the annual point‑in‑time count. It manages the federal funding application for Continuum of Care grants and serves as the collaborative applicant. It can contract with public and private groups to provide outreach, encampment engagement, case management, crisis help, referrals, and housing services. It also defines terms like “homeless,” “coordinated entry,” and “HMIS,” so rules are clear for who can get help and how programs work.

New leadership and oversight for homeless agency

The Authority now has a 13‑member board. Two are appointed by the City Council, two by the County Commission, and nine are chosen as set in the law. At least one member has lived experience of homelessness, and all members must live in Chatham County. Members serve three‑year terms, up to two in a row, and serve without pay. The board may remove a member by majority vote under bylaws. The chair also serves on the Interagency Council on Homelessness. When the 2025 amendment takes effect, prior directors (except the executive committee) stop serving; the current chair continues for two years, and an organizational meeting within 45 days fills remaining seats. A quorum is 40% of members, and actions need a majority of that quorum. The board meets at least six times a year plus an annual meeting. Each year after the point‑in‑time count, the Authority sends an annual report and makes its latest independent audit available. Conflicting laws are repealed.
