Lyons referendum on redevelopment, Nov. 2025

Lyons must hold a citywide vote on Tuesday, November 4, 2025. The election follows Georgia law. The superintendent must publish the date and purpose once at least 90 days before, and once a week for the two weeks before, in the official organ of Toombs County. The ballot asks Yes or No on letting Lyons use all redevelopment powers. The City of Lyons pays the election costs, and results are certified to the Secretary of State. If voters do not approve, or the election is not run as required, the Act is repealed on January 1, 2026. Except for the referendum section, the Act is effective upon the Governor’s approval or becoming law without it.

Redevelopment tools for Lyons after voter approval

The law lets the City of Lyons use all powers under Georgia’s Redevelopment Powers Law. The city can create tax allocation districts, issue tax allocation bonds, and carry out community redevelopment. These powers start only if a majority of city voters approve the referendum, and they take effect once results are certified. Projects can bring investment and upgrades, but they can also shift future tax growth and add city debt.
