Director trains and appoints poll workers

The elections director must train all elections staff and all poll workers in election laws and procedures. The director selects and appoints all poll workers. When possible, poll workers come from lists given by each political party’s county committee.

Stronger transparency and legal counsel options

The Spalding County elections board must fully follow Georgia open meetings and open records laws and give the public access to meetings. The board may hire its own lawyer or use the county attorney.

New full-time elections director rules

The law creates a full-time elections director to run elections, primaries, and voter registration. The board must appoint a director within 60 days of this section taking effect or of any vacancy. The director must live in and be registered to vote in Spalding County and stay that way. The director cannot hold another job and gets the same benefits as other county employees. The board sets pay under the county-approved budget, and the county pays the salary. The director may hire staff within budget; all staff must be county residents and registered voters. The director and staff cannot hold elected or appointed public office or be salaried county or city employees; the job becomes vacant if the director qualifies as a candidate.

New rules for court-appointed member

The court-appointed board member’s term ends January 1, 2025, and the member serves until a qualified successor is appointed. Successors can be removed for cause by a majority of Spalding County superior court judges after notice and a hearing.
