The law creates a homestead exemption that lowers your city property tax. Beginning Jan 1, 2026, it exempts the part of your home’s current assessed value above your adjusted base‑year value, including any final value on appeal. This takes effect only if Greensboro voters approve it on Nov 4, 2025. For exemptions first allowed in 2026, the base year is 2024; later starters use the prior tax year. Each year, the base adjusts by a state‑set inflation index plus 0.25 percentage points, and it also adds the value of major improvements. The break applies only to city taxes for city purposes, not to state, county, or school taxes, and not to city bond debt. Only up to one contiguous acre counts as homestead, and if you qualify for more than one Greensboro base‑year exemption, the city applies the single one that saves you more.
You must file an application with the City of Greensboro or its designee to get the exemption. If you were allowed a 2025 homestead exemption for this home and still qualify in 2026, you do not need to reapply. After approval, it renews automatically while you live in the home as your homestead. You must tell the city if you stop qualifying. A surviving spouse who lives in the home as a homestead keeps the exemption.
Greensboro holds a referendum on Tuesday, Nov 4, 2025. If more than half vote YES, the homestead cap starts Jan 1, 2026. If the vote fails or the election is not held as required, the Act is repealed 365 days after the election date. The City pays election costs and certifies results to the Secretary of State.
