Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Lower Dublin school taxes for homeowners

This law lowers City of Dublin school district taxes for owner‑occupied homes. You pay school taxes on your adjusted base year value, not on full current value. It only reduces City of Dublin school taxes for education, not state or county taxes and not bond debt payments. The benefit applies for tax years Jan 1, 2026 through Dec 31, 2030.

How the Dublin tax value cap works

For 2026, your base year is your 2025 assessed value after any final appeals. In later years, the base year is the prior year’s value. Each year, your adjusted base can rise by at most 20% of last year’s adjusted base, plus the value of big changes to the property after appeals. Your exemption each year equals your current value minus this adjusted base.

Local vote required for Dublin tax break

The city holds a referendum on Nov 4, 2025. If a majority votes Yes, the exemption takes effect Jan 1, 2026. If voters do not approve or the election is not held as required, the exemption does not take effect and the Act is repealed 365 days after the election. The City of Dublin pays the election costs.

Qualify and keep the Dublin tax break

You must file an application with the City of Dublin to get the exemption. It renews each year as long as you live in the home, and you must tell the city if you stop qualifying. A surviving spouse can keep the exemption if they keep living in the home. The exemption does not transfer to a new buyer. It stacks with other homestead exemptions, but it replaces any other local base‑year exemption on the same Dublin school taxes.
