The authority’s bonds must be confirmed in court under Georgia’s Revenue Bond Law. The petition must name the State or any city, county, or authority that has a contract with the airport authority. The court can review those contracts as part of the bond security. Once validated, the bonds and judgment are final and bind the authority and the named government parties. The act also repeals any state laws that conflict with these rules.
The law creates the Randolph County Airport Authority as a public corporation and a political subdivision of Georgia. It can contract, own and run airport facilities, and sue or be sued. It replaces the Lower Chattahoochee Regional Airport Authority and takes all its assets, contracts, debts, and liabilities. Operations continue under the new name, and existing creditors and contractors now deal with the new authority.
