5 provisions identified: 5 benefits, 0 costs, 0 mixed.

Low-cost land for local needs

Dawson County can lease about 0.3 acre for 25 years, with one 25-year renewal, at $10 per year. The State keeps free use of space on the communication tower. The City of Cedartown gets about 3.057 acres for $10, but it must be used for a public purpose forever. McDuffie County swaps land: the State gives about 1.5 acres, and the County gives a 6.0‑acre tract plus $19,000 to the State. Agencies keep custody until transfer or during leases, and these authorizations end three years after the law takes effect.

Space for disability and rehab services

The State leases about 1.0 acre in Dougherty County to Easter Seals Southern Georgia for five years at $650 per year. It also leases 7,547 square feet at two Richmond County addresses to Anthony Wayne Rehabilitation Center for $10 per year to run transitional homes for people with developmental disabilities. That lease is one year with two one-year renewals. The properties stay with the state agencies during the terms. These authorizations expire three years after the law takes effect.

State land for road projects

The law lets the State transfer about 1.0 acre in Clayton County to the transportation department for $10. It also transfers about 2.84 acres in DeKalb County and needed easements for $369,829 ($234,799 for the fee right of way and $135,030 for easements). The listed state agencies keep custody until the transfers are recorded. These authorizations expire three years after the law takes effect.

USPS space on Sapelo Island

Beginning July 1, 2027, the State leases 231 square feet on Sapelo Island to the U.S. Postal Service for a mail center at $10 per year. The Department of Natural Resources is reimbursed $2,240 per year for expenses during the first five-year term and $2,350 per year if renewed. DNR keeps custody during the lease. The authorization to lease ends three years after the law takes effect.

Low-cost state space for schools

The law adds about 2.84 acres to Effingham schools’ ground lease for $10 per year. It leases 30.5 acres to Floyd County Schools for 10 years with a 10-year renewal at $10 per year. It leases 50,377 square feet of Building G in Troup County to the Troup County School System for five years, with a five-year renewal, at $10 per year. It leases 15,919 square feet (the Dillard Building) in Floyd County to Northwest Georgia Charter Academy for five years at $650 per year, with reimbursement of Education Department expenses. Agencies keep custody during these leases, and the authorizations expire three years after the law takes effect.
