The law says a custodian does not have to get records held by another agency or any other public entity. If a record is kept elsewhere, you must ask that other agency directly.
The law defines the records custodian as the agency in charge of a record or its named employee. You must send public records requests to the custodian. The custodian must get public records from private people or companies that made, kept, or got them while doing agency work, or that store agency records for future use. Those private people or companies must turn over the records when the custodian asks within the legal retention time or the contract period, whichever is later.
