Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

GEFA can fund gas and buried lines

Georgia’s environmental finance authority can now support more projects. It can help pay to bury power lines. It can also finance natural gas pipelines, storage, and distribution that are outside a nonmunicipal gas company’s certified service area. These projects now count as environmental facilities and services, making them eligible for GEFA loans or assistance. GEFA can set rules to run these programs.

Land trusts can work with GEFA

Nonprofit groups that mainly protect land and natural resources now count as nongovernmental entities under the law. They can take part in GEFA programs or receive help for conservation projects.

Liability rules now cover gas systems

The personal liability rule for GEFA members, officers, employees, and local officials now also covers local natural gas systems. This extends the existing personal liability limits to work on building, owning, maintaining, or operating those systems. It can protect officials from personal claims, while narrowing who can be held personally liable.
