Funding for Guam hospital and university projects

Effective October 9, 2026, the law provides $19.885394 million from excess Section 30 tax revenue for Guam projects. It funds Guam Memorial Hospital’s electronic health records system and the University of Guam’s Blue Economy Innovation Center. It also authorizes the first $21 million in unobligated fiscal year 2027 General Fund revenue above adopted estimates for the hospital. That money supports hospital operations and electronic health records, with an itemized spending plan required before release. The records project supports authorized patient information sharing with public health, behavioral health, and corrections agencies. The hospital can pursue an arrangement allowing clinics and other providers to use the system through sublicensing. The hospital’s chief executive must report spending and progress quarterly to the Speaker and Governor until the funds are fully spent. Any unspent balance from the $21 million allocation must return to the General Fund by September 30, 2028. The hospital and university must submit final spending reports by October 30, 2028, to the Speaker, Governor, and Appropriations Chair. These reports must identify spending, recipients, and balances remaining as of September 30, 2028, to be returned. The law does not change household tax rates, health benefit eligibility, premiums, or copays.
