Guam allows worker housing with safety requirements

Effective upon enactment, Guam law permits temporary worker housing in M1 light industrial zones. Housing must meet the land-use requirements in 10 GCA 26A101(b). Sites must have adequate sewer service and meet minimum water-flow standards for firefighting. They must follow all health and safety rules, including federal workplace safety rules under OSHA. Projects must include a perimeter fence at least 6 feet high, of chain-link quality, and a landscaping plan. A development plan must cover sleeping quarters, sanitation, food services, security, medical care, transportation, and recreation. The law provides no funding and does not guarantee that housing will be built or available to any household.
