Beginning July 1, 2023, Hawaii must deposit recipients’ early childhood educator stipend repayments into the Early Learning Special Fund. The money remains reserved for the stipend program. The law eliminates the former Hawaii Early Childhood Educator Special Fund, not the stipend program. It does not change stipend eligibility or create a household payment. The law took effect upon approval, with the repayment rule applying retroactively.
