Beginning July 1, 2025, University of Hawaii regents can approve student aid from the tuition and fees fund. Aid must directly respond to an emergency or disaster declared by the Governor. Spending is capped at $3 million each year, excluding in-kind services. The law does not set individual award amounts or guarantee aid. The university must report fund use to the Legislature at least 20 days before each regular session.
