The law raises the Department of Hawaiian Home Lands’ direct-loan limit from 50% to 75% of the maximum single-home loan amount allowed in Hawaii by the Federal Housing Administration. The higher limit applies to applicants for these loans but does not guarantee approval or set an applicant’s loan amount. Act 130 takes effect on the earlier of the Interior Secretary’s notice to congressional committee chairs that it meets none of the criteria in 43 C.F.R. § 48.20, or the date congressional approval becomes law. The section 215 changes remain in effect when Act 107 of 2000 or Act 85 of 2008 takes effect with congressional consent. This law took effect upon approval.
