Beginning July 1, 2025, Hawaii’s crisis intervention and diversion program includes homeless people among those it serves. It directs people toward health care when they have mental health disorders, including combined mental health and substance use disorders. They must be at risk of entering, or already involved with, the criminal justice system. Services may include intensive mobile outreach, with coordination among police, courts, mental health providers, and the community. The Department of Health must use program appropriations only for services it contracts for directly with providers.
Beginning July 1, 2025, Hawaii requires a new program within the Department of Health’s Alcohol and Drug Abuse Division. It serves people who are homeless or at risk of homelessness and have substance use issues or mental illness. Services include emergency food, shelter, housing navigation, medical assessments, substance use treatment, detox care, and behavioral health care. The program also provides support services and trauma-informed, culturally based life-skills groups. The department coordinates with outreach workers, case managers, hospitals, rehabilitation centers, police, and homeless service providers. It can contract with facilities offering comprehensive assessments and care. The law provides up to $500,000 from state general funds in each budget year, 2025–2026 and 2026–2027. The department spends this money on the law’s programs, not direct household payments.
