3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Hawaii’s health and education departments must agree on how schools connect children and teens with mental health care. The agreement covers referrals for evaluation and treatment, screening support, and training for school staff and parents. It also covers help for students with disabilities and ways to report unmet student needs.
The Department of Health must provide preventive, diagnostic, and treatment services as soon as reasonably possible after a child’s need is established. The law covers children from birth through age 17, but necessary services depend on available state or federal resources. A new health department division coordinates care, contracts with community providers, and develops specialized programs. Family guidance centers organize local services, or services in the closest county that can meet a child’s needs. The division also serves as the state Medicaid provider for intensive youth mental health services.
The division must send a statewide child and adolescent mental health plan to the governor and legislature no later than 20 days before the 2027 regular session, and every five years after that. The plan must assess needs and resources, identify service gaps, and recommend ways to meet needs. Before submitting it, the Department of Health must hold at least one hearing in each county and three in the City and County of Honolulu. The plan must be open for public review and comment, and amendments require further public meetings.
