Some state retirees can work as elected officials, lawmakers, jurors, precinct officials, or in certain part-time, temporary, or session jobs without rejoining the retirement system or losing benefits. Retirees can also fill hard-to-fill public jobs or certain teacher and school roles after 12 months without state or county employment, if no return-to-work agreement existed; employers must contribute toward the pension system’s unfunded costs. The Hawaii Tourism Authority president and chief executive officer is no longer exempt from the state retirement system, so a retiree returning to that job must rejoin and benefits may be interrupted; the job remains exempt from civil-service rules. The authority’s board appoints one chief executive, sets the job’s terms and may grant benefits, but cannot use private-sector money or other contributions for the compensation package. The law took effect upon approval.
