The law gives the Department of Health more ways to hire for jobs with recruitment started before July 1, 2028. For delegated jobs, the department can forward applications before checking minimum qualifications, but it must check the selected applicant before making an offer. For jobs at or below salary range SR-10, it can treat required qualifications as preferred and allow certain community college development program credits or experience as substitutes; postings must list the rules. The department can directly hire qualified applicants when more than five jobs in that classification are vacant. The director can also make temporary appointments outside the civil service list at the merited civil service pay scale, without step limits, and must notify the Department of Human Resources Development.
