New savings incentives for Hawaii ABLE owners

Starting July 1, 2025, the Hawaii ABLE trust fund holds program money, including grants, state funds, manager payments, interest, and contributor deposits not sent directly to the manager. The fund can pay incentives to ABLE account owners, and the finance director must keep separate records of those payments. The state appropriates $75,000, or as much as needed, to the fund in each of fiscal years 2025–2026 and 2026–2027. It sets aside $13,000, or as much as needed, each year for incentives, and $62,000 each year for one permanent outreach and advocacy position. Unspent, uncommitted money stays in the trust fund and cannot go to the general fund or another fund.
