2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Solar and battery owners get grid payments

The Hawaii Public Utilities Commission must set a goal for new customer energy systems by December 31, 2030. It must set tariffs for grid services, microgrids, and community renewable energy, including a rider for new and existing energy storage. Solar-and-battery systems in grid service programs must receive a commission-set credit for electricity exported to the grid. The commission must also set payments for systems that provide grid support, and allow aggregators to manage participating systems and receive direct utility payments. Member-owned electric cooperatives are excluded from specified rules.

Rules for sharing renewable power

The law allows renewable power to be wheeled through a utility meter for use by a separate account holder. By January 1, 2027, the commission must set rules for wheeling and microgrid service, including participant charges and any consumer protections it finds necessary. Wheeling projects must have capacity from 100 kilowatts to 2 megawatts of alternating-current power. A person running a new microgrid is not a public utility solely for serving its participants; this exception does not apply to member-owned cooperatives. Member-owned cooperatives are excluded from specified wheeling rules.
