State match for volunteer service accounts

The state creates a grant fund, run by the Iowa Economic Development Authority, to help cities fund volunteer LOSAP accounts. Small departments with budgets under $100,000 apply Aug 1–Sep 30 and get $3 for every $1 the city puts in, up to $500 per person. Other departments apply Sep 1–Sep 30 and get a $1‑for‑$1 match, up to $500 per person. If funds are short, grants are prorated. Cities can use gifts and bequests for their match. The fund keeps its interest and does not expire each year. The state deposits $1.5 million for July 1, 2025–June 30, 2026.

Service awards for volunteer responders

Cities and towns can set up length‑of‑service award plans for volunteer firefighters, volunteer EMTs, and reserve peace officers. Awards are set up to be tax‑deferred under federal rules. A “volunteer” is someone paid less than $5,000 by the city in both the last year and this year. Local leaders must set who can join, vesting, and payout rules with input from fire and police chiefs. The law starts July 1, 2025.
