How awards are split when money is short

Beginning July 1, 2025, if the program does not have enough money to cover all eligible Guard applicants, leaders decide how to divide it. The adjutant general, with the commission, sets the distribution for that year. Some eligible members may get a smaller award or wait until funds are available.

New cap and floor for Guard scholarships

Beginning July 1, 2025, Iowa sets new rules for how Guard scholarships are sized. Awards cannot be higher than the Iowa Board of Regents resident tuition rate. If you get federal help under 10 U.S.C. §2007, the state award cannot be more than your tuition minus that federal aid. Awards must be at least 50% of the lower of the Regents resident tuition or your school’s tuition.

Fair rules for Guard scholarship decisions

Beginning July 1, 2025, officials cannot base eligibility or award amounts on your unit, where you drill, or whether you are in the Army or Air National Guard. Decisions must ignore those factors.
