Nonpublic students can play public sports

Beginning June 6, 2025, students who live in a district and attend a nonpublic school can join that district’s school sports if the district and the nonpublic school sign an agreement. The nonpublic school must not have offered that sport in the last two school years, and it cannot already have an eligibility agreement for that sport. If you live in a neighboring district, you can join under an agreement only if neither your nonpublic school nor your home district offered the sport in the last two school years. You must follow the same rules and student code of conduct as district students. If the district charges a participation fee, you or your parent pay up to the same fee district students pay. You are treated as meeting the residence rule for eligibility.

New school sports classification rules

Starting August 1, 2025, when counting students for sports classifications, organizations must add 25% of another school’s grades 9–11 enrollment if that school lets its students participate under sharing agreements. The count uses the most recent basic education data survey. For football, from August 1, 2025 through June 30, 2027, organizations cannot change a school’s football class that was set before August 1, 2025 because of students who join under the new participation law. The freeze ends July 1, 2027.

New state rules for sports groups

Starting August 1, 2025, public schools can only take part in contests run by a group that registers with the Iowa Department of Education, files required financial statements, and follows State Board rules on administration, eligibility, and scheduling. State agencies, a single school or school board, and athletic conferences with 24 or fewer schools are not treated as covered organizations and do not have to register or file. This adds state oversight for larger groups that run school sports.
