Public-school sports access with capped fees
Beginning June 6, 2025, Iowa public districts must accept eligible nonpublic-school athletes under agreements between district boards and nonpublic schools. Students must live in the offering district or a district sharing its border; their nonpublic school must not have offered the sport during the previous two school years. For students from a bordering district, that district also must not have offered it during those years, and the nonpublic school cannot have another school-sports agreement covering the activity. Participants must follow the same conduct and eligibility rules as district students and are treated as meeting state athletic residence requirements. If the district charges a participation fee, the student or parent or guardian must pay it, but not more than district students pay for the same activity.
School sports groups face tighter rules
Beginning August 1, 2025, covered Iowa athletic organizations must monitor participation, register with the Department of Education, and file financial statements at intervals set by its director. They must follow State Board rules for operations, eligibility, supervision, and scheduling; public-school students cannot compete in contests run by unregistered organizations. State agencies, schools, school boards, and athletic conferences or associations whose contests involve fewer than 25 schools are excluded. For sports classifications, organizations must count one-fourth of another participating school's grades 9–11 enrollment under school-sharing or the new nonpublic-school agreements, using the latest Basic Educational Data Survey. Through June 30, 2027, organizations cannot change football classifications established before the law took effect because of participation under the new pathway; this protection is repealed July 1, 2027.
