Health savings account eligibility gets new protection

Beginning July 1, 2026, Iowa limits cost sharing for affected qualified high-deductible health plans to protect health savings account eligibility. The rule applies when a copayment, coinsurance, or deductible could make an enrollee ineligible for the plan’s associated health savings account. That cost sharing applies only after the enrollee meets the plan’s minimum deductible. Preventive care defined by federal tax law, section 223(c)(2)(C), is exempt from this restriction.
