Counties can issue state IDs

Beginning July 1, 2026, counties authorized under chapter 321M can issue driver’s licenses, nonoperator IDs, and persons‑with‑disabilities ID devices. If you live in one of those counties, you can get these state-style IDs from your county office.

Work IDs allowed for local staff

Beginning July 1, 2026, counties and cities may issue ID cards to their employees and elected officials. The ID must relate to the person’s job duties. These are not general resident IDs.

Cities and counties stop resident IDs

Beginning July 1, 2026, counties and cities cannot issue local ID cards to residents. Counties with chapter 321M can still issue driver’s licenses, nonoperator IDs, and disability IDs. Counties and cities can still issue job IDs to their employees and elected officials.
