Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Counties must report veterans service hours

Beginning 07/01/2025, each county veterans commission must report the hours of veterans’ services its executive director or administrator provided in the previous calendar fiscal year. This adds a clear service-hours metric for state reporting and oversight.

New training and ID rules for county veterans directors

Beginning 07/01/2025, county veterans executive directors and administrators must finish required training and certification and get a personal identification verification (PIV) card. They have one year from hire to do all three or they are removed from the job. Continuing education that federal rules require must come from providers the Iowa Department of Veterans Affairs approves. The commandant may extend the PIV deadline if the county asks and shows extenuating circumstances. Failing to keep the required certification is also cause for removal. Training costs are paid from the appropriation in section 35B.14.
