Public bidding for manufactured home installs

Beginning July 1, 2026, furnishing a manufactured home and installing it count as a public improvement for bidding. The home must meet Iowa’s manufactured home definition. Installers must follow the federal manufactured home installation rules (24 CFR part 3285). This includes the foundation or tiedown system, supporting, anchoring, close-up, and utility hookups. Sellers and installers on public jobs must use public construction bidding steps. More of this work goes through open bids.

Public bidding for city utility power gear

Beginning July 1, 2026, equipment for a city utility’s electric generating project counts as a public improvement for bidding. When a city utility buys or has someone buy this equipment, vendors and installers must follow public construction bidding rules. More of this power-project equipment moves into open, competitive bids. Suppliers also face added public-bid steps and paperwork.
