Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Residents can sue over banned clinics

Beginning June 2, 2026, residents can sue in district court over banned clinics or equivalent programs held or planned in their county. They can seek court orders stopping violations or declaring whether conduct violates the law. They can also recover actual damages, if any. Residents who substantially win their case can recover reasonable lawyer fees and court costs.

Clinic violations bring penalties and enforcement

Beginning June 2, 2026, public officials and employees who knowingly violate the ban commit a simple misdemeanor. They also face possible removal from office or employment under applicable law. Private people who knowingly organize, sponsor, host, or fund banned clinics or equivalent programs also commit a simple misdemeanor. They face civil penalties up to $10,000 per violation, recoverable by the Iowa Attorney General in district court. Anyone can report suspected violations; the Attorney General must publish a process for receiving and reviewing reports. The Attorney General can investigate with or without a report and seek court orders stopping violations, applicable penalties, costs, and reasonable attorney fees.

Counties supporting clinics lose court-debt money

Beginning June 2, 2026, counties cannot receive court-debt money if they organize, sponsor, host, fund, promote, or participate in banned clinics. This includes fees and payments tied to collecting overdue fines and fees that count as court debt. The law does not state how much money a county can lose.

Iowa bans clinics for clearing warrants

Beginning June 2, 2026, Iowa bans planned events for resolving arrest warrants without immediate arrest or processing into custody. No person or group may organize, sponsor, host, fund, promote, or participate in these clinics. Public money and facilities cannot host them, and local governments cannot authorize them or enforce conflicting rules. Equivalent programs are also banned, including renamed events or grouped court dates offering resolution without immediate arrest outside standard procedures. People must instead surrender to law enforcement, attend a regular hearing directed by a judge, or make a motion in their pending case. That motion may be written or oral, must give notice to the prosecutor, and must follow normal court procedures outside banned arrangements.
