City fund for police, fire, and EMS gear

Beginning July 1, 2025, a city can create a fund or reserve to buy and maintain major police, fire, rescue, and EMS equipment. Money can stay in the fund at year-end and be moved into a reserve savings account. If the city has this fund, insurance, award, or settlement money for damaged equipment must go into it. If the general fund already paid for repairs or replacement, the city may repay that amount first, then put the rest into the equipment fund. The law does not add state money; cities choose how much to save.

Pay and roles for volunteer responders

Beginning July 1, 2025, cities can pay volunteer firefighters and volunteer EMS providers. Small stipends, incentives, or benefits are allowed. Cities may also pay lawful compensation to a city officer. An employee may hold more than one city office if the roles are not legally incompatible. A city council member may serve as fire chief or in other volunteer fire roles during their term. If already chief when elected, the member may continue as chief. A sitting member may become chief only by a majority council vote and must not vote on their own appointment.
