Beginning July 1, 2025, Iowa allows supervised apartment placements under a consent decree for children with pending delinquency petitions. Children must have lived continuously in a qualified residential treatment program, a shelter, or both for at least six months immediately before the placement decision. They must also lack family support needed to move successfully toward independent living. State payment requires a court order transferring legal custody to the arrangement and compliance with Iowa Department of Health and Human Services rules. The law sets no payment amount.
