Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Colleges must share vaccine exemption info

Beginning July 1, 2025, community colleges, state universities, and private colleges include vaccine exemption details in any message about immunization requirements. The Board of Regents requires its campuses to adopt this policy. Private colleges must keep this policy for accreditation and to stay eligible for state aid programs like the Iowa tuition grant. This tells students how to qualify for and claim an exemption.

Schools and child care must share exemption info

Beginning July 1, 2025, schools and child care programs include vaccine exemption steps in any message about required shots. They also post this information on school and licensed child care center websites, and in student registration materials. The state health department includes exemption details whenever it recommends a vaccine in public messages. The Department of Education adopts rules so K-12 schools follow these notice requirements.

Schools must use state aid to comply

Beginning July 1, 2025, school districts pay the cost of these state mandates using their state school foundation aid. No extra state money is provided for this work. The law says using foundation aid meets state mandate funding rules.
