Beginning July 1, 2025, the state runs a relay phone service for people who are deaf or hard of hearing. It can also give out devices to eligible people. Landlords cannot ask for your diagnosis, how severe your disability is, or your medical records. You or your guardian can still choose to share them. These changes improve access and protect your privacy.

Bigger payouts in discrimination cases

Starting July 1, 2025, the civil rights agency can order more money for people harmed by discrimination. Awards can include actual damages, court costs, and reasonable attorney fees. For unfair wage practices, the agency can also order court costs, attorney fees, and other set remedies. This helps workers who bring and win a case.

New court rules in child and juvenile cases

Beginning July 1, 2025, courts in child-in-need-of-assistance and termination cases can order genetic testing to challenge an established father's paternity. After adjudication, courts can order physical or mental exams. Exams should be outpatient when possible; any exam commitment cannot exceed 30 days, and civil commitment rules in chapter 229 do not apply. If an exam shows safety risks or sexual abuse, the parent, guardian, or custodian is told unless the court says otherwise. Juvenile delinquency cases can be heard where the child lives, was found, or where the act happened.

Faster refunds on prepaid car loans

Starting July 1, 2025, if you pay off a car loan early and it included voluntary debt cancellation, the bank must tell the dealer within 30 days. After the dealer gets the notice, the dealer has 60 days to decide if you get a refund. If a refund is due, the dealer must pay you directly.

Simpler standards and confidential pharmacy penalties

Starting July 1, 2025, licensing boards can adopt technical standards by linking to a free website in their rules instead of hosting full documents. If you pay a pharmacy-related penalty under section 155A.18(2), it is not treated as discipline and stays confidential. One paragraph of section 155A.18 is repealed; its practical effect depends on the removed text.

More transparency on state gifts and candidate filings

Starting July 1, 2025, state departments and the governor must report gifts or bequests of $50 or more within 20 days using the ethics board’s online system. Each year by January 31, the board reports all gifts over $1,000 and anyone giving over $1,000 total. The law also clarifies where candidates file financial statements: statewide with the ethics board, House with the chief clerk, and Senate with the senate secretary. Statements cover the year before the election, and rules guide how they are kept and made public.

Hospitals get local court review, tougher enforcement

Starting July 1, 2025, a hospital can ask the district court in its own county to review a licensing decision. The court keeps the current situation in place while the case is decided. The health department can also go to court to stop anyone from running a hospital without a license.

Two plates now required on cars

Beginning July 1, 2025, most cars must display one plate on the front and one on the rear. Autocycles, motorcycles, motorized bicycles, and truck tractors show a rear plate only. Some dealer plates go on the rear when operated. Vehicles from model year 1948 or older and reconstructed vehicles may show one rear plate if the other plate is carried inside the vehicle.

One public employee insurance rule repealed

Beginning July 1, 2025, code section 509A.11 is repealed. Public employers and employees follow the updated insurance law without that section. The real-world effect depends on what the repealed section covered.
