Starting January 1, 2026, a school district may require an approved school bus driver course. Approved courses can be a Department of Education-approved course, qualifying entry-level driver training that meets 49 C.F.R. part 380, Appendices C and D, or other training set by district resolution. If required, drivers must finish the course before or within six months of hire and at least every 24 months after. If the district requires the Department of Education-approved course and the driver does not give a completion certificate, the employer must report it. The Department of Education then revokes the driver’s authorization to operate a school bus. It is restored only after the Department receives the certificate, or the driver works in a district that does not require that Department-approved course and meets all other driver rules.
Beginning January 1, 2026, a school bus driver must have an Iowa commercial driver’s license with passenger and school bus endorsements. Drivers also must meet the other driver qualifications in Iowa Code 321.375. Anyone holding a temporary restricted license issued under Iowa Code chapter 321J may not operate a school bus.
Starting January 1, 2026, the Iowa Department of Education and the Department of Transportation must set rules by July 1, 2026. The rules must set minimum training content, contact hours, skill standards, and a standard course length. Entry-level training must also cover federal 49 C.F.R. part 380, Appendices C and D, and the passenger and school bus endorsements. Training providers must follow these rules to qualify.
