Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Safer address and mail for ACP users

Beginning 07/01/2025, if you live in a shelter known to the program, you can list the shelter’s name and contact info instead of its street address for your home address. If mail cannot go to your home, you can use the shelter’s name and contact info as your mailing address. The secretary forwards all mail sent to your program address to you. You may ask the secretary to hold your mail for up to 30 days.

Voting by mail rules for ACP users

Beginning 07/01/2025, eligible ACP participants can register once a year with the state commissioner of elections to vote absentee for their certification period. Before each election, the state commissioner determines your precinct, gets your ballot from the county, and forwards your ballot and required materials to you. Election officials must cancel your Iowa voter registration if they learn you are registered in another state.

Remove adult household member from ACP

Beginning 07/01/2025, the secretary may cancel an adult household member’s certification if a participant asks and provides legal documents from a reliable source. The removed adult can apply to rejoin the program later.
