Beginning 07/01/2025, superintendents must take and safeguard the property inmates have when they enter. At discharge, they must return the property or money to the inmate or a legal representative. Money can be placed at interest, and an account is kept. Property may be disposed of only if the inmate directed it in writing or under board policies.
Beginning 07/01/2025, the Corrections Director may run a furlough program only with Board of Corrections approval. It applies to inmates sentenced under section 902.3. Time away can be up to 14 days. Allowed reasons are a serious illness or death in immediate family, a job interview, approved training, or rehabilitative programs.
Beginning 07/01/2025, the Director may create a violator facility or use part of an existing prison to hold people who break work release, parole, or probation rules. Rules to run the facility must follow chapter 17A and need the board’s approval, advice, and recommendations.
Beginning 07/01/2025, money from sales of Corrections real estate goes into a new capital reinvestment fund. The fund pays for buying property or capital projects for the department. The money does not revert at year end, and interest stays in the fund. Real estate deals need board approval.
Beginning 07/01/2025, the Corrections Director prepares the department budget with the board’s advice and recommendations. Any new rules, policies, or procedures for prisons, parole, work release, and community corrections need board approval.
Beginning 07/01/2025, the Director appoints prison superintendents and each district director with Board of Corrections approval, advice, and recommendations. These leaders control property for their sites, subject to director orders and policies. They serve at the pleasure of the appointing authority. Superintendents can be removed only after written charges and a hearing before the board and the director.
Beginning 07/01/2025, out-of-state official travel by Corrections staff must be approved by the director or the director’s designee. While on approved official business, staff get necessary travel costs paid by the nearest practicable route.
