Unemployment pay limited to fund balance

Beginning 07/01/2025, unemployment benefits are payable only as chapter 96 allows and only if the unemployment compensation fund has money. The state and its agencies are not liable for any amount beyond the fund. This can delay or reduce payments when the fund runs low.

New Employment Appeal Board and court rules

Beginning 07/01/2025, Iowa creates a full-time Employment Appeal Board inside the Department of Inspections, Appeals, and Licensing. It hears contested cases under designated laws listed in the act (sections 70A.28; chapter 8A, subchapter IV; and chapters 20, 80, 88, 91C, 96, and 97B). You may ask a court to review a board decision in the county where you live or last worked; nonresidents file in Polk County. The board must send the full case record to the court within 60 days, unless the court allows more time. These reviews get priority over other civil cases, except workers’ compensation cases. No bond is required to appeal from district court to the Iowa Supreme Court. The board may appear by its own lawyer or by the attorney general. Your petition must name the agency as the respondent and include the concise statements section 17A.19 requires, except as in sections 10A.324 and 20.34.
