Beginning July 1, 2025, Iowa joins the Respiratory Care Interstate Compact. The compact takes effect across states once seven states enact it. If you hold an active home‑state respiratory care license and an active NBRC credential, you can get a compact privilege to practice in other member states under their laws. Member states must keep licensure systems, run criminal background checks for new licensees, share data, investigate complaints, and grant privileges to qualified therapists. A state may withdraw, but the withdrawal takes effect 180 days after repeal, and the state must keep recognizing compact licenses for at least 180 days after notice.
The compact commission can make rules that carry the force of law in each member state. It must give public notice and hold a hearing before adopting most rules, and state legislatures can reject a rule within four years. The commission can declare a state in default, offer help, and, if not cured, vote to end that state's membership after notice. The commission also sets mediation and binding dispute steps and may sue or be sued in specified federal courts.
The commission runs a shared database with license details, adverse actions, denials, and notices of major investigations. States must report this information in a standard format. Important investigative information is shared only among member states and is not public, but disciplinary actions are shared with all member states. States cannot enter federal criminal history record information into the database. Commission‑certified records count as official business records in member‑state hearings.
Member states may charge a fee to grant or renew a compact privilege. The law does not set the amount. Expect to pay this fee when you seek or renew a compact privilege.
