Clear trial location rules prioritize victims

Beginning July 1, 2025, Iowa sets clear trial-location rules when the crime’s county cannot be determined. Trials go to the victim’s home county if the victim lives in Iowa and their residence is known. If there is no victim, trials go to the accused’s home county. The same rule applies if the victim is not an Iowa resident or the residence is unknown. If the victim is a business or group, venue is proper in any county where it has a physical presence. With multiple victims, the case may be in any victim’s county, and a person’s county takes priority over others. These defaults apply unless another venue rule in this section sets a different county.
