Starting July 1, 2025, knowingly buying or trying to buy commercial sexual services can count as human trafficking. This covers buying from a trafficking victim or from someone involved in trafficking. It also applies when the other person is an undercover officer posing as a trafficker. The law defines "services" as an ongoing relationship under the actor’s control, including commercial sex and sexually explicit performances. It expands who counts as a victim to include people subjected to or targeted for trafficking, and undercover officers posing as them.
Starting July 1, 2025, paying or offering to pay for sex with someone under 18 is a class D felony. It is also a felony if you reasonably believe the person is under 18. The rule applies even when the person is an undercover officer posing as a minor.
