Higher fines for unlicensed salon work

Beginning July 1, 2025, the board can fine unlicensed people or non-registered shops up to $1,000 per day after an order or citation. The total for a run of violations cannot exceed $10,000.

License exam after 2,000 hours

Beginning July 1, 2025, you can take the state barbering and cosmetology exam after 2,000 supervised hours in a registered program. You must submit proof signed by your supervising licensees.

New supervised salon training jobs

Beginning July 1, 2025, licensed salons and barbershops can register to host trainees. Registered shops may hire people without a license to do services under in-person supervision. The unlicensed worker must complete two hours of law and sanitation training first. Supervision means a licensee is physically present and able to help. Supervised work at registered sites is lawful, and trainees are covered by the state cosmetology law.

Stronger safety and disclosure at salons

Beginning July 1, 2025, participating shops must meet facility, equipment, safety, and infection-control rules and are subject to inspections. Before you receive services from an unlicensed worker, the shop must give you a clear written notice. The board can stop a shop’s participation right away if people’s health is at risk. Invasive procedures that cut or change human tissue are not allowed, except hair removal and nail services. In injury suits tied to a participating shop, the winning party may recover reasonable attorney fees and other relief.

New rules for schools and instructors

Beginning July 1, 2025, the board may approve one course that trains students for both esthetics and nail licenses. You must still meet each license’s full rules to get that license. Licensed schools do not need a separate establishment license. Schools may host other activities that do not disrupt classes, and instructors may do paid services at the school when not teaching.
