Bill Overview

Analyzed Economic Effects

6 provisions identified: 2 benefits, 3 costs, 1 mixed.

Better parking access for people with disabilities

Beginning July 1, 2025, the department adopts national size standards for accessible parking. Spaces designated after July 1, 1990 must meet the standards in effect when they were marked. Parallel on-street spaces are not covered. The department also writes rules for how accessible parking is provided.

New rules and powers for state investigators

Beginning July 1, 2025, department investigators get peace-officer powers for certain investigations, but they may not carry weapons. The department can investigate many licensed professions, but not matters handled by the medical, pharmacy, dental, or nursing boards. State executive agencies can sign written agreements so the department does compliance investigations for them, except for institutions run by the Board of Regents.

Private data for licensees is protected

Beginning July 1, 2025, the department must keep your private data confidential if you are licensed, were licensed, or apply for a license. This covers personal identifiers and your minor children’s names. The department may release them only if a court or an authorized records custodian orders it.

Department can close non-violation complaints

Beginning July 1, 2025, the department may close a complaint that does not claim a violation of its laws or board rules. Closed complaints do not move to investigation.

Homeowners pay set electrical inspection fees

Beginning July 1, 2025, if you request an electrical inspection as a property owner, you pay $30 plus $5 per branch circuit or feeder. Fire or accident inspections cost $47 per hour. You also reimburse mileage and other expenses set by the department.

Boards may change licensing fees with approval

Beginning July 1, 2025, licensing boards under the department can set or change fees by rule with department approval. The department can also direct boards to revise fees. If you run a licensed business, your license costs may change over time.
